A rate for tradesmen

It was in the area notes, but not talked about very well in the meeting yesterday. Why aren't the trade rates being moved up to a more competitive level? Also it doesnt seem right that people with no time in or education can get hired on and make the same money as journeymen trades people.. No offence meant to other union members..
